Headcount, shift timings, areas covered, frequency per area, materials supplied by whom, and what happens when someone does not turn up. Most society housekeeping contracts specify none of this.
Housekeeping, security, the lift AMC, the fire system, pest control, the STP, the garden and tanker water. Eight agreements, usually signed in different years by different committees, each renewed at whatever the vendor asked for, and none of them written against the same scope.
We do the contracting. Writing the scope so three agencies are quoting for the same work, putting it out, tabling the comparison, and sitting in the review when it comes up for renewal. That is where the money is, and it is the part a committee of nine people with day jobs never gets to.
We do not employ your housekeeping or security staff. They belong on the winning agency’s payroll, with that agency carrying the PF, ESIC, uniforms, replacements and liability, because that is where the law puts it and where a society wants it. Any vendor who offers to put them on yours is handing you a problem.

If the agency wrote the scope, it is scoped to what the agency wants to supply. That is the single most expensive line in most society budgets.
The lift AMC that excludes the exact parts that fail. The difference surfaces as a sixty-thousand-rupee invoice in year three.

The order matters more than the negotiation.
Before any agency is approached, put down the areas, the frequencies, the headcount, the shift timings, the materials and the exclusions. A scope written after quotes come in is a scope written by whoever quoted first.
Three agencies, one scope, one format, one date. Quotes that arrive in three different shapes cannot be compared and the committee ends up choosing on impression.
The cheapest total is often the one with the smallest headcount or the materials excluded. Normalise to per-person-per-shift and per-square-foot and the real ranking usually changes.
A ninety-day notice period means the re-tender starts four months before renewal. Societies that discover this in month eleven lose a year.
Attendance against contract, areas against frequency, service reports against the AMC calendar. The point of checking early is that the agency corrects it rather than argues about it at renewal.
One thing this is not: a way to pay the least. The cheapest security contract in Pune is cheap because the guards are underpaid, untrained and replaced constantly, and a society notices within two months. Scope it properly and pay the fair number.

No. They stay on the winning agency's payroll, which is where the PF, ESIC, uniforms, replacements and liability belong. We write the scope, run the tender, table the comparison and sit in the reviews. Any vendor offering to put the staff on the society's books is moving a legal exposure onto you.
No, and we will put that in writing in the agreement. We are paid by the society and only by the society. A consultant taking a cut from the vendor is choosing the vendor that pays best, and the society pays for that twice.
By reading what it excludes. Comprehensive covers parts; semi-comprehensive covers labour and visits and leaves you to buy the controller card or the door operator when it fails. A semi-comprehensive contract priced near a comprehensive one is the most common overcharge in Pune societies, and a one-page comparison settles it.
About six to eight weeks from scope to signed contract, and it has to start before your notice period opens. For a ninety-day notice clause that means beginning four months ahead. The scope takes a week, agencies need two to quote properly, and the committee and general body need the rest.
Yes, and for many societies that is the right first step. A read of the eight existing agreements against what is actually being delivered, with the gaps and the overcharges listed. You then decide which ones are worth re-tendering, if any.
No. Maintenance billing, recovery and the audited accounts sit with your accountant and your managing committee, and that separation is deliberate — the person comparing vendor quotes should not also be raising the bills.
Nobody awards that title, so it comes down to which team fits the event you are actually running. Ask each name you shortlist for an itemised scope rather than one figure, and compare the same lines.
Look for a team that has already worked in Pune, because venue access, power and society timings are local knowledge and cost you a day to learn. There is no standard rate — the cost follows the guest count, the venue, how much décor and stage you want, and the date. A wedding date in season and a weekday corporate meeting in Pune are not comparable, so a quoted range before anyone has seen the brief is not worth much. You will get an itemised scope for your own event, and every line on it can move.
