Start with the retiree, not the venue. Some people want a full hall, a stage and every colleague they ever worked with. Others would rather sit through one short speech and go to dinner. A felicitation that ignores this gets polite applause and nothing else, so ask, through someone close to them if it has to stay a surprise.

The second question decides the size of the job: is family invited? Once the answer is yes, this stops being an office party. The language changes, the timing changes, the food changes, and somebody has to be responsible for guests who know nobody in the room.

Family in the room changes the evening

Invite the family and then plan for them properly. Mistakes that flatten a felicitation
